T.V. ads are louder than regular programs. Advertisers hoped the loud commercials would mean more people tune in and buy their products.

The commercials can blare. Congratulations to congress. Too bad it took lawmakers 45 years to solve a major customer complaint.

The Calm Act goes into effect Thursday.
